A massive wildfire that started in Oklahoma and pushed into Kansas has grown to more than 442 square miles, according to Oklahoma Forestry Services. That makes the Ranger Road Fire a megafire that's only about 15% contained.

The fire caused widespread evacuations Tuesday and Wednesday, as fierce winds and extremely dry conditions sparked multiple wildfires in both states and Texas.

Oklahoma's Governor declared a state of emergency in three counties: Beaver, Texas and Woodward counties, as the fires destroyed multiple homes and buildings. Gov. Kevin Stitt said additional counties may be added if the fires spread.

Crews are battling at least three other major fires in the state:

Stevens Fire (Texas County): 12,428 Acres - 50% Contained

Side Road Fire (Texas County): 3,680 Acres - 60% Contained

43 Fire (Woodward County): 1,680 Acres - 30% Contained

The Oklahoma Highway Patrol reported a fire truck from Rosston Fire overturned, injuring three firefighters. The Oklahoma Forestry Services reported that another firefighter was injured and taken to a hospital on Tuesday, but it wasn't clear where the incident happened.

Kansas

The Ranger Road Fire crossed into Kansas Tuesday, racing into Englewood and Ashland, said the Kansas Division of Emergency Management.

The Kansas Forest Service also reported at least three other fires, two in Seward County plus the Garden City Fire in Finney County.

Parts of Interstate 70 were shut down after low visibility and blowing dust caused multiple crashes. The highway was closed in both directions between Colby and Oakley but the Kansas Department of Transportation said all lanes were reopened Tuesday night.

Texas

Crews are responding to multiple fires in the Texas Panhandle.

The 8 Ball Fire in Armstrong County has scorched at least 9,000 acres and is about 40% contained, according to the Texas A&M Forest Service.

The Lavender Fire has grown to at least 12,000 acres near Valley de Oro, about 18 miles northwest of Amarillo. That fire is about 20% contained.

At least five other fires were 100% contained on Tuesday night.

The fires across the Panhandle shut down multiple roads and caused evacuations Tuesday.

The National Weather Service in Amarillo warned that critical fire weather would return Thursday, even though winds might be slightly lower. They urged residents to be ready to evacuate.

President Donald Trump's "Board of Peace" will convene for its long-awaited first meeting on Thursday, with the next stage of the fragile ceasefire in Gaza in focus.

Key U.S. allies will be absent from the meeting, however, amid concern Trump may hope to challenge the United Nations with his broader ambition of using the body to help resolve global conflicts.

Representatives of at least 40 countries, including heads of state, are expected to descend on Washington for the summit, which is expected to take place at the U.S. Institute of Peace, a senior U.S. official told NBC News. At least five world leaders are expected to attend, including Hungarian Prime Minister Viktor Orbán and Argentinian President Javier Milei, both allies of Trump.

Trump is expected to announce a multi-billion-dollar reconstruction plan for Gaza, along with contributions from board members, with the president saying over the weekend that so far more than $5 billion had been pledged, without identifying the countries that have pledged the funding.

He is also slated to unveil the details of plans for a United Nations-authorized stabilization force in Gaza, including a number of countries that the U.S. official said are planning to dedicate several thousand troops to the initiative.

A senior U.S. official told NBC news that the meeting will include updates on "all the lines of effort," including humanitarian assistance, the National Committee for the Administration of Gaza, and the International Stabilization Force.

The president expressed optimism in the lead-up to the summit, telling reporters aboard Air Force One on Tuesday that the "greatest leaders in the world" were joining the Board of Peace, which he initially pitched as a body to oversee peace efforts in Gaza, before drastically expanding its remit into a U.N.-style body intended to address major world conflicts.

A host of countries have committed to joining, including Armenia, Egypt, Hungary, Pakistan, Turkey and the United Arab Emirates, though it remains unclear how many, if any, have committed to donating $1 billion to the initiative for permanent membership.

Notably absent from the talks, however, will be key U.S. allies, with the U.K., France, Norway, Sweden and Slovenia among the countries declining to join the body, with some citing concerns over its charter, which made no direct mention of Gaza, and its potential to undermine the U.N.'s role in peacekeeping efforts.

Pope Leo XIV was the latest to turn down Trump's invitation to join the board, with the Vatican expressing concern that "the U.N. is primarily responsible for managing these crisis situations."

White House Press Secretary Karoline Leavitt called the decision "deeply unfortunate," adding, "I don't think that peace should be partisan or political or controversial."

Some world leaders have also voiced concern over Russia's potential involvement, after an invitation was extended to the Kremlin. Russian Deputy Foreign Minister Sergey Ryabkov said earlier this week that the country would not join the first summit but is still "working out" its long-term position, according to Russian state news agency TASS.

The European Union and Italy have said they will attend the meeting, but only as observers. Italian Foreign Minister Antonio Tajani, part of a right-wing government that has broadly aligned with Europe in disputes with Trump, said his country was also prepared to help train police forces in Gaza and elsewhere in the Palestinian territories, according to Reuters.

While some U.S. allies have opted out of the initiative, at least one has been excluded from the board altogether, with Trump withdrawing Canada's invitation to join last month, shortly after Canadian Prime Minister Mark Carney delivered a speech at the World Economic Forum warning of a "rupture" in the world order.

Rights experts and others have condemned the Board of Peace as a colonial project, and questioned a lack of Palestinian representation on the body's Gaza executive board.

"It is a colonialist operation: others deciding for the Palestinians," said Cardinal Pierbattista Pizzaballa, the Latin Patriarchate of Jerusalem, according to Italian newspaper Il Sole 24 Ore.

Palestinian President Mahmoud Abbas' advisor Dr. Mahmoud Al-Habbash said it was a "temporary arrangement" that the "Palestinian leadership rejects under any circumstances," but he said it was the "lesser of two evils," speaking with Arabic outlet Asharq Al-Awsat.

"So far, we have not seen Gaza's interests reflected in the Board of Peace," Julie Norman, an associate fellow of Chatham House's Middle East and North Africa Program, said in a phone interview Wednesday. "That has just been clear from the way the mandate of the board has shifted."

A separate technocratic body, supervised by the Gaza executive board, will oversee day-to-day administration in Gaza, and is comprised of Palestinians and led by Palestinian official Ali Shaath.

The lack of Palestinian representation could become a more divisive issue after Israel joined the Board of Peace last week. Israeli Prime Minister Benjamin Netanyahu made the announcement in a post on X last week while on a trip to Washington to meet Trump.

As it stands, the ceasefire in Gaza has continued to largely hold, despite continued Israeli airstrikes in the war-torn enclave that have seen hundreds killed amid the truce, according to Palestinian health officials, while both Hamas and Israel have traded accusations of ceasefire violations.

Meanwhile, dire conditions have persisted for Palestinians in the enclave, where most of the population remains displaced and living in tents.

Implementing the next steps of the ceasefire, including the demilitarization of Hamas, a key stipulation and sticking point in the ceasefire deal, as well as outlining plans to rebuild Gaza, where much of the enclave has been destroyed, will be a monumental task.

"We are under no illusions on the challenges regarding demilitarization, but we have been encouraged by what the mediators have reported back," a senior U.S. official said.

Trump expressed aspirations for the Board of Peace, which he acknowledged went "far beyond Gaza" on Tuesday.

"I think it'll be peace all over the world," he said, adding that while his board would work "in conjunction with the United Nations," he believed the international body hadn't "lived up to potential."

LONDON (AP) — U.K. police arrested Andrew Mountbatten-Windsor on Thursday on suspicion of misconduct in public office.

The police force did not name Mountbatten-Windsor, as is normal under U.K. law. But when asked if he had been arrested, the force pointed to a statement saying that they had arrested a man in his 60s. Mountbatten-Windsor, who is the former Prince Andrew, is 66.

As part of the investigation, we have today (19/2) arrested a man in his sixties from Norfolk on suspicion of misconduct in public office and are carrying out searches at addresses in Berkshire and Norfolk.

The man remains in police custody at this time.

Assistant Chief Constable Oliver Wright said: "Following a thorough assessment, we have now opened an investigation into this allegation of misconduct in public office.

"We understand the significant public interest in this case, and we will provide updates at the appropriate time."

TEL AVIV, Israel (AP) — Clashes in the Israeli-occupied West Bank killed a 19-year-old Palestinian-American man late Wednesday night, the Palestinian Health Ministry said.

The ministry said Nasrallah Muhammad Jamal Abu Siyam was shot by settlers in the village of Mukhmas, north of Jerusalem.

The Israeli military said soldiers responded to a violent confrontation in the area and attempted to disperse a riot. The military said that suspects shot at several Palestinians, who were evacuated for medical treatment.

Abu Siyam's mother told The that he also held American citizenship. The U.S. Embassy did not respond to requests for comment Thursday,

Violence in the West Bank from extremist settlers has soared in the past few years.

Palestinians and rights groups say authorities routinely fail to prosecute settlers or hold them accountable for violence. Under National Security Minister Itamar Ben-Gvir, investigations into settler attacks have plummeted, according to the Israeli rights group Yesh Din.

In a rare move earlier this week, Israeli prosecutors announced they plan to charge a settler in the killing of a Palestinian activist during a confrontation that was caught on video.

More than 3.4 million Palestinians and 700,000 Israelis live in the occupied West Bank and east Jerusalem, territories captured by Israel in 1967 and sought by Palestinians for a future state. The international community overwhelmingly considers Israeli settlement construction in these areas to be illegal and an obstacle to peace.

Report finds Palestinian journalists imprisoned in Israel were tortured

The Committee to Protect Journalists said that dozens of Palestinian journalists who were detained in Israel during the war in Gaza experienced terrible conditions, including physical assaults, forced stress positions, sensory deprivation, sexual violence and medical neglect.

CPJ has documented the detention of at least 94 Palestinian journalists and one media worker during the war in Gaza. It covers 32 journalists and one media worker from Gaza, 60 from the West Bank, and two from Israel. Thirty of the journalists are still in custody, CPJ said.

The report found that half of the journalists detained were never charged with a crime and were held under Israel's administrative detention system, which allows for suspects deemed a security risk to be held for six months and can be renewed indefinitely.

Israel's prison services did not immediately respond to a request for comment about the report, but had rejected a similar report in January about conditions for Palestinian prisoners as "false allegations," contending it operates lawfully, is subject to oversight and reviews complaints.

UN development chief says removing Gaza rubble will take 7 years

The vast destruction across Gaza will take at least seven years just to remove the rubble, according to the United Nations Development Program.

Alexander De Croo, the former Belgian prime minister who just returned from Gaza, said that the UNDP had removed just 0.5% of the rubble and people in Gaza are experiencing "the worst living conditions that I have ever seen."

De Croo said 90% of Gaza's 2.2 million people live in "very, very rudimentary tents" in the middle of the rubble, which poses health dangers and a danger from exploding weapons.

He said UNDP has been able to build 500 improved housing units, and has 4,000 more that are ready, but estimates the true need is 200,000 to 300,000 units. The units are meant to be used temporarily while reconstruction takes place. He called on Israel to expand access for goods and items needed for reconstruction and the private sector to begin development.
