Kamala Harris is planning to break with President Joe Biden by releasing a less dramatic increase in the top rate of capital gains tax. The Democratic nominee's campaign are said to be discussing a rate of 28 percent, almost half the 44.6 percent proposed by Biden for the top rate and the 39.6 percent on ordinary income. Harris' latest policy announcement comes as polls show the race with Trump is still on a knife edge with 62 days to go until election day.
